Jessie Phillips-Costello

As the Owner and President of Volunteer Properties, Jessie provides comprehensive asset management services to an expanding portfolio of residential properties across the mid-Southern United States. Having grown up in the family business, founded by her father in 1992, Jessie began her career as a leasing consultant and quickly established herself as a top performer. After completing her bachelor’s degree at the University of Tennessee - Knoxville, Jessie continued to move up through the ranks, gaining valuable experience in best practices at every level of the organization before taking the helm in 2014. Under Jessie’s leadership, the company broadened its services to include fee-managed properties while ensuring the original four communities were well-maintained and fully occupied. Since making that decision, the company has experienced steady growth year over year and now has a client base spanning both coasts. Most recently, Jessie added full-scale renovation to her list of accomplishments, successfully transforming an outdated 84-unit property into a modern, highly desirable community attracting high-quality tenants.


As an experienced affiliate broker with CAM and ARM professional certifications, plus ongoing participation in both national and local industry associations, Jessie stays abreast of real estate trends and effectively combines asset management expertise with her family’s legacy of hospitality. At all levels within the company, she has instilled a top priority on delivering outstanding service to all stakeholders, resulting in long-term affiliations with numerous owners, investors, employees and even residents. Jessie prides herself on transforming Volunteer Properties into a ‘one stop shop’ for all aspects of property management, and she continues to measure success by surpassing expectations – not just meeting them.
